Miller is the former executive director of the Upper Midwest Community Policing Institute (UMCPI), as well as a former sergeant in the Bloomington, Minnesota, Police Department. She was with the department 22 years, serving as a patrol supervisor, crime prevention officer, patrol officer, and police dispatcher. Sergeant Miller has been a member of the Minnesota Peace and Police Officers Association, the International Police Association, the Midwest Gang Investigator's Association, the International Association of Women Police, and the Minnesota Association of Women Police, and she was a member of the People-to-People's Women in Law Enforcement Delegation to the Soviet Union in 1990. She is also a frequent presenter to community groups and an experienced instructor. The late Kären Matison Hess, Ph.D., wrote extensively about law enforcement and criminal justice, gaining a prestigious reputation for the consistent pedagogical style around which she structured each textbook. Dr. Matison co-authored multiple editions of MANAGEMENT AND SUPERVISION IN LAW ENFORCEMENT, JUVENILE JUSTICE, INTRODUCTION TO LAW ENFORCEMENT AND CRIMINAL JUSTICE, CONSTITUTIONAL LAW AND THE CRIMINAL JUSTICE SYSTEM and CRIMINAL INVESTIGATION.
