The Get in question was brought by the messenger in the year 1768. Had Schiff really been Chief Rabbi of London and Great Britain the Get surely would have been brought to him. The head of the Ashkenazi community seems to have been Emden, and therefore the Get was brought to him. He seems to have been the head of the Beth Din, and to have performed exclusively all the ceremonies which only a Beth Din can perform, like Get and Chalitzah otherwise surely the woman would have gone to Rabbi David T.
