OverviewSince the accident at Three Mile Island in 1979, many countries have been particularly interested in emergency planning and being prepared for nuclear accidents. The accident at Chernobyl in 1986 highlighted quite clearly the importance of the international and transborder aspects of these accidents. In 1993 the OECD Nuclear Energy Agency launched its first International Off-site Nuclear Emergency Exercise (INEX 1) to improve international co-operation and co-ordination in case of nuclear accidents. This report describes the exercise in detail and provides an analysis of the results, experiences and lessons learned from it. It can also be used as a didactic tool to re-enact the emergency exercise.
