OverviewIs the EU multi-level governance system weakening the implementation of policies at a state level? It does appear that a clear gap exists between European Union level policy-making and Member State implementation. All too often, EU public policy content and planning are little more than statements of intent without successful adoption. Policy implementation processes are the key follow-up of policy cycles, as they turn ideas into social output. Simona Milio argues that implementation deficiencies are a direct result of the multi-level structure of European governance. Italy, Spain and Poland are studied in order to identify the main factors undermining implementation process. The findings will help guide future strategies to improve implementation processes both within old and new Member States, thus minimising past mistakes in the multi-level system of EU governance. Table of ContentsReviews'This book successfully describes the benefits and shortcomings of multi-level governance, a concept of considerable recent public and political interest. Simona Milio raises the very interesting premise that multi-level governance may in some cases actually hinder policy implementation performance and uses compelling theoretical work and empirical evidence to reach these conclusions. This book is a recommended read for both academics and professionals interested in policy implementation and cohesion policy. Indeed, the elements investigated in this book will also appeal to a larger general audience interested in understanding the new setting of European governance.' - Professor Raffaella Nanetti, Professor of Urban and Regional Planning, College of Urban Planning and Public Policy, University of Illinois, Chicago; 'This interesting book investigates possible reasons why EU member states experience difficulties when attempting to implement EU policy. By utilising the examples of Italy, Spain and Poland, Simona Milio offers a comparative analysis, providing a compelling argument to explain the reasons underlying implementation deficits and the role of multi-level governance. It will be invaluable to both academics and students studying Public Policy, Governance or European Politics, as well as professionals in related consultancy or governmental fields.' - Dr Robert Leonardi, Senior Lecturer in Cohesion Policy, European Institute, London School of Economics and Political Science (LSE) Author InformationSimona Milio holds a PhD in European Studies from the London School of Economics and Political Science (LSE), and is the recipient of the first prize for the best doctoral thesis in the Committee of the Regions 2009 Thesis Competition, awarded by the European Parliament.
