Claude E. Barfield is a resident scholar at the American Enterprise Institute. He is the editor or co-editor of several books on international trade policy and science and technology policy, including most recently Tiger by the Tail; China and the World Trade Organization (The AEI Press, 1999), which he co-edited with Mark A.
