Overview

This text presents an assessment of France's policies towards NATO between 1981 and 1997. It also provides a critical assessment of these policies. It argues that France's arms length relationship with NATO's integrated military structure served its purpose during the Cold War, but increasingly came to impose high costs thereafter. The author goes on to explain this somewhat puzzling fidelity to inappropriate policies as a function of domestic pressures on French policy makers.

ANAND MENON is Lecturer in European Politics, Oxford University, and a Fellow of St Antony's College. A former NATO Research Fellow, he has been Fellow of the WEU Institute for Security Studies and a Visiting Professor at the Institut Supirieur des Affaires de Difense, Universiti de Paris. His publications include (editor with H.Kassim) The European Union and National Industrial Policy; (editor with J.Howarth) The European Union and National Defence Policy; and (editor with J.Forder) The European Union and National Macroeconomic Policy.
