OverviewThe United Nations' development co-operation has often been criticized, and a key role in the reform of the UN in this area is played by the United Nation Development Programme (UNDP). Althought the UNDP was set up as the central agency for financing, co-ordinating and guiding UN development co-operation, it has never been able to perform these tasks satisfactorily. A decisive obstacle to the reforms launched in the 1990s is the lack of commitment to the UN on the part of many of its member states and the absence of a political consensus on the reforms and structural changes that are needed. This study is intended as a constructive contribution to the debate on the reform of UN development co-operation. It analyzes the main weaknesses of the UN development co-operation as a whole and the reforms that have been undertaken. It identifies the areas in which further efforts are needed if the UNDP is to become more effective, and concludes by considering the political chances of necessary reforms being undertaken.
