A combination of technology and ideology has stimulated the wave of electricity reform efforts around the world. Operating in sequence, led by Chile, and in parallel, from Tokyo to Oslo, there is a great opportunity to experiment and learn from the diverse experience it unfolds. This comprehensive survey and comparison of the reforms in different countries will be must reading for any serious student of the subject. The author has provided us with a sophisticated analysis of different approaches that goes beneath the surface of superficial similarities to highlight some of the differences through detailed case studies. -Professor W. Hogan John F. Kennedy School of Government Harvard University
