JASON D. ELLIS is a Research Professor at the National Defense University's Center for Counterproliferation Research. He has published widely in journals such as Survival, Arms Control Today, Orbis, and European Security. He is also the coauthor of Send Guns and Money: Security Assistance and U.S. Foreign Policy (Praeger, 1997).
