OverviewConventional Arms Control and European Security explores the future role of conventional arms control in enhancing European security. The author focuses both on the short- and long-term perspective. In the short term, he contends, important decisions must be made to maintain and expand the Treaty on Conventional Armed Forces in Europe (CFE) and the Confidence and Security Building Measures (CSBMs) adopted by the Organization for Security and Co-operation in Europe (OSCE). In the longer term, the direction of future conventional arms control must be set carefully against new proposed European security structures. The author tackles questions such as: Should an effort be made to harmonize CFE with the OSCE? Do conventional arms control proposals in the former Yugoslavia - or other parts of Europe - offer a useful instrument for improved security? Will NATO continue to be the premier security organ on the European continent?
