OverviewEnglish summary: Special Features of Legislative Rules of Procedure: A Comparative Analysis of the German Bundestag and Bundesrat with a Special Emphasis on Deviation Authority The subject of this work revolves around central problem areas of the self-organization rights of the German Bundestag and Bundesrat. This thesis critically examines the ascribed special characteristics of the rules of procedure of the Bundestag, with a specific focus on the deviation authority. Simultaneously, it questions whether these characteristics can be transferred to the Bundesrat, thereby revealing common features of legislative rules of procedure. German description: Gegenstand der vorliegenden Arbeit sind zentrale Problemfelder des Selbstorganisationsrechts von Bundestag und Bundesrat. Nach gangiger Auffassung ist das Geschaftsordnungsrecht des Bundestages Innenrecht, das der Diskontinuitat unterliegt und sich insbesondere durch seine Abweichungsmoglichkeit im Einzelfall durch besondere Flexibilitat auszeichnet. Die Autorin hinterfragt kritisch, ob diese vermeintlichen Eigenschaften in ihrer Absolutheit den Realbedingungen des parlamentarischen Verfahrens entsprechen. Dabei bildet die Untersuchung der Voraussetzungen und Grenzen der Abweichungsbefugnis den Schwerpunkt dieser Arbeit.
