Excerpt from Arbitration or War?: A View of the Transvaal Question, With a Glance Also at Arbitration in Politics Generally About three weeks ago, it occurred to me, who sign this Preface, that there was much needed a plain statement of the Transvaal matter, presenting the grievances, or alleged grievances, of the Uitlanders, and the answer made on behalf of the Transvaal Government, together with the arguments and evidence in support of each, not with any purpose of enabling the British public to form a positive judgment on each and all of the questions raised, but with the purpose rather of showing that there was full reason for going to arbitration rather than to war upon the matter. I. Found the Transvaal Committee agreed with me; and - having far too slender acquaintance with the matter to write such a statement myself - sought and obtained, by the advice of members of the Transvaal Committee, the assistance of, among others, Mr. R. Douglas Story, who has edited, both in J ohannesburg and London, the Johannesburg Standard and Diggers' News, and Mr. George Herbert Perris, Editor of Concordia, the Journal of the International Arbitration and Peace Association. The greatest part of the contents of the pamphlet has been written by Mr. Story.' Of Mr. Perris' assistance I have been unable from pressure of time and circumstances to avail myself as fully as I could have wished. The letters F. P., which may occasionally be found, mean merely myself, whose share in the authorship has been chiefly of a humble sub-editing kind.
