"Ric Davidge, Chairman, Generally known as ""The Water Czar"" a title bestowed by state and national media outlets, Ric was Alaska's first and only Director of Water and Chief of the Alaska Hydrologic Survey in the early 1990's. As Director he was confronted with a number of applications for the bulk export of water from Alaska without any appropriate legal framework or processes to responsibly address these demands. Within weeks he proposed and the Governor supported emergency legislation to guide these processes and provide appropriate protections for the state's diverse interests, while enabling new jobs and exports. Since then, he has become one of the world's most knowledgeable and innovative thinkers in solving freshwater problems with new market-based approaches. Holding a Master's Degree in Public Administration, his 1994 paper on the development of bulk water markets has been read by most world experts in water policy/management."
