OverviewThe author argues for a world police force. An outline for the development and subsequent operation of that force is detailed. However, he acknowledges and outlines the reasons, under current thinking, why that will probably never happen. No state in history, when it has attempted total domination has been successful over a significant period of time. The United States cannot continue indefinitely being the world's policeman with respect to eradicating worldwide terrorism without major help. The United Global Security Partnership. No terrorist group or rogue government suddenly becomes a world threat. It is far better to to solve a problem in its early stages while it is still manageable. The crisis response of the UGSP and its plan must be measured and sure. The offending terrorist group or rogue state must have no doubt as to the consequences of failure to heed the orders of the United Global Security Partnership. The seeds of future conflict are sown by the way one executes the current action. His academic specialty deals with the inability of International Law to deal with twenty-first century violent conflict. During the Master's program he was the teaching assistant for upper division courses in Conflict Resolution. As a result, his academic interest and studies expanded to include today's terrorism and terrorist organizations. Mr. MacRae has written numerous unpublished essays on International Conflict, International Law and terrorism. He has three published works; the self-published A Measured Response: The United Global Security Partnership (First Edition), The Poppies of Mohammed, a fact-based novel, and his Master's Thesis, Twenty-first Century Violent Conflict: The Insufficiency of International Law, published by Montezuma Press. Besides his interest in world affairs, Mr. MacRae's recreational interests include fishing, spearfishing, boating, hiking, travel and cooking. As a former lifeguard for the City of San Diego, Mr. MacRae has been active in the United States Lifesaving Association and the World Lifesaving Federation ocean rescue competitions.
